Perfect Icon has the main feature of turning any Windows graphic file into an icon. This product by Icon Empire is from the same provider as our number 2 product Icon Craft. With Perfect icon make icons out of photos and tweak the icons in your system, or create icons with the screen capture option. You can adjust the saturation, hue, opacity, and other effects using the tools on the interface. You can also apply different shapes to your icons.

The main disadvantage with this program is its inability to create original designs. You may only edit existing graphic images. Those looking for a simple product to help them personalize their icons just for fun will appreciate Perfect Icon and its ease of use.
