PC Icon Editor from Program4Pc Inc. can create, edit and manage icons. It contains 13 drawing tools, over 12 filtering options, supports a variety of color schemes and Windows XP icons. It manages icon lists and saves and supports icon Libraries.
PC Icon Editor's major disadvantage is that you cannot create icons from an existing image. A useful icon editor can not only edit, manage and create but also offers import ability.
